Governments subsidise hugely expensive building programs. We believe it would be much better to simply guarantee to the bank the loan deposit amount. Government does not pay the deposit, thus the owner pays a 100% loan. This will allow low income people, even those on benefits, to buy their own home. In this way there will be no actual expenditure by government apart from administration costs. There would be limited risk to the government funds in this case. Should a borrower default on the loan, insurance will cover repairs to bring the house to a good standard to sell and recover the guarantee. Normal inflation increase on housing value would also reduce the likelyhood of a claim being made on the guarantee. To ensure minimum risk to government and to make it attractive to the banks, the scheme must include compulsory damage insurance and direct payments to the bank from any benefits paid. The deductions from benefits should continue after any default until any payment under the guarantee is paid off.
